The new social index developed by the economics and society program at the Van Leer Jerusalem Institute states that "Israel is ranked 28th out of 34 developed countries. Between 2002 and 2013 there was a turn for the worse in poverty and in the situation of housing and health among the weaker sectors; although the areas of employment and education have improved, in education of the weaker sectors Israel is ranked relatively low among developed countries."
