The processes of privatization and democratization in the education system have made local government the primary actors in education, but the existing structural arrangements do not necessarily reflect this trend. Thus it became necessary to examine the connection between local government and the Education Ministry with regard to regulation and trust and to propose alternative ways of ordering this connection.
 
The group comprises heads of education departments in local government, mayors, and academics. The goal is to formulate work models, discuss their advantages and disadvantages, and produce a policy paper to be presented to the directorate of the Education Ministry where it will serve as the foundation for strategic discussion and decision-making on the topic.
