From 1997 to 2005 the Van Leer Jerusalem Institute ran a program of active civics learning titled “Values and Citizens.” The program was run in more than 200 secondary schools in the State, State-Arab, and State-Religious education systems. On the basis of this broad experience the institute decided to publish a civics textbook.
In May 2010 the production of the book Values and Citizens and the accompanying teachers guide was completed. The book is aimed at Junior high schools and its goal is to provide ways to implement the educational principles of the civics curriculum. It aims to help teachers inculcate knowledge and understanding of concepts, principles, and ideas related to civics and to create a professional foundation for teaching in high schools.
It was then decided to run a trial program using the book. Starting in the school year 2011–2012, the book is to be used for two years in 21 schools in the various sectors, with guidance by the Education Ministry and an evaluation by the institute. The book has been presented to the Textbook Judging Committee for approval.
