This book examines the possibility of granting institutional (not territorial) autonomy to the Arab minority in Israel. This examination of the situation of the Arabs in Israel and the possibility of granting them autonomy is conducted by comparing their fate to that of the national minorities in various other countries.

Following a theoretical chapter on various types of autonomy, the book focuses on a description and analysis of the life of the Arab minority in Israel since 1948 and the expected responses of the Jewish majority to the various plans for granting autonomy to the Arab minority.
