With the increasing use of artificial intelligence (AI) technologies, practices for enhancing resilience—that are implemented in the stages of preparation for a crisis, coping with it, and the recovery processes—are expected to enter a new phase. AI-based resilience systems will manage crisis situations in these three timeframes, and to that end they will require vast amounts of data for training as well as advanced infrastructures for information-gathering. These systems promise to help in decision-making and even to make decisions automatically. In light of the lessons learned from the COVID-19 crisis and the Iron Swords War, this study offers a critical examination of the resilience practices developing today, the potential of relying on AI, and the ramifications of such reliance on the political and civic fabric. The study also presents guidelines for the ethical development of such systems.
